For Project 3, I chose to focus on improving outdoor public spaces in Farmington, New Mexico, through practical wind mitigation measures. I selected this topic because the frequent high winds in the Four Corners region affect daily life for many residents, including those who use parks, attend community events, participate in youth sports, or enjoy other outdoor activities. Rather than proposing an unrealistic solution to eliminate the wind, I focused on practical improvements that the City of Farmington could reasonably implement over time. My intended audience was the Farmington Parks, Recreation & Cultural Affairs Department because they have the ability to influence future park planning and improvements.

Throughout the proposal, I maintained a professional but accessible tone that would be appropriate for city officials and other decision-makers. I wanted the proposal to be informative without becoming overly technical, so I avoided unnecessary jargon and explained my recommendations in clear language. I also organized the proposal into sections commonly found in professional reports, including an executive summary, background, statement of the problem, proposed solution, cost analysis, benefits, and conclusion. I believe this organization made the proposal easier to follow while demonstrating a logical progression from identifying the problem to presenting a realistic solution.

The multimodal aspects of the assignment influenced many of my writing decisions. I included visuals that illustrated both the challenges caused by Farmington's windy conditions and examples of potential solutions, such as landscaping and windbreaks. These visuals helped reinforce my argument by allowing readers to better understand the issue and visualize how the proposed improvements could enhance public spaces. Rather than relying on visuals to replace written information, I used them to support the content and make the proposal more engaging.

My proposal primarily relied on logos by presenting a practical, cost-effective solution supported by research and firsthand observations. I also incorporated pathos by acknowledging how wind affects everyday activities that many residents experience, helping the audience relate to the issue on a personal level. Finally, I established ethos by using credible sources and presenting the information in a professional format.

If I had additional time, I would strengthen the proposal by conducting a survey of Farmington residents or interviewing Parks and Recreation staff to gather more primary research. I believe this would provide additional evidence demonstrating community support for the proposed improvements. Overall, this project reinforced the importance of understanding an audience and making rhetorical choices that balance professionalism, persuasion, and practicality.
